2023 Propositions & Sample Ballots

Turn it Over Ulster County!

For the November 7, 2023 every Ulster County Ballot will include propositions located on the back. Please remember to turn it over and vote both sides of your ballot. Below is a summary of each question:

(New York State) PROPOSAL NUMBER ONE, AN AMENDMENT

Removal of Small City School Districts From Special Constitutional Debt Limitation

The proposed amendment to Article 8, section 4 of the Constitution removes the special constitutional debt limitation now placed on small city school districts, so they will be treated the same as all other school districts.  Shall the proposed amendment be approved?

(New York State) PROPOSAL NUMBER TWO, AN AMENDMENT

Extending Sewage Project Debt Exclusion From Debt Limit

The proposed amendment to Article 8, section 5 of the Constitution extends for ten years the authority of counties, cities, towns, and villages to remove from their constitutional debt limits debt for the construction of sewage facilities.  Shall the proposed amendment be approved?

(Ulster County) PROPOSAL NUMBER THREE, AN AMENDMENT

“Shall Section C-29 of the Ulster County Charter, which establishes the process to fill a vacancy in office of County Executive, be amended to: Provide time to hold primaries to nominate candidates for the next General Election; and Require the Ulster County Legislature, as representatives of the electorate, to confirm the County Executive’s selection of qualified electors for Acting County Executive?”

(Ulster County) PROPOSAL NUMBER FOUR, AN AMENDMENT

“In order to improve transparency and accountability of Ulster County’s financial operations and oversight, protect taxpayer funds, and comply with state and federal auditing guidance, the County of Ulster proposes to move bank reconciliation authority from the Office of the Comptroller to the Department of Finance, clarify the audit authority of the Office of the Comptroller over component units of the County, allow the Legislature and Comptroller to obtain digital records and appropriate access to all software licensed or owned by the County or its component units, and appropriately fill any vacancy in the Office of the Comptroller. Shall these amendments to the Ulster County Charter approved as Proposed Local Law # 8 of 2023 be adopted and become part of the Ulster County Charter?”

HARDENBURGH TOWN PROPOSITION:

SHALL A LOCAL LAW ENTITLED “A LOCAL LAW ABOLISHING THE ELECTED POSITION OF TOWN HIGHWAY SUPERINTENDENT AND ESTABLISHING AN APPOINTED TOWN HIGHWAY SUPERINTENDENT POSITION” BE APPROVED?

MARBLETOWN TOWN PROPOSITION:

Should the terms for office for the Town of Marbletown Town Supervisor be increased from two (2) years to four (4) years in accordance with New York State Town Law Section 24-a and Town of Marbletown Town Board Resolution approved May 2, 2023, effective for term commencing January 1, 2024.

MARLBOROUGH TOWN PROPOSITION 1:

Shall the term of office of the Town Supervisor of the Town of Marlborough be increased from two years to four years commencing January 1, 2024?

MARLBOROUGH TOWN PROPOSITION 2:

SHALL THE ANNUAL CONTRIBUTION OF THE TOWN OF MARLBOROUGH FOR THE OPERATING BUDGET OF THE SARAH HULL HALLOCK FREE LIBRARY BE INCREASED BY THIRTY-SIX THOUSAND AND SEVEN HUNDRED ($36,700) DOLLARS TO THE SUM OF ONE HUNDRED EIGHTY­ NINE THOUSAND TWO HUNDRED ($189,200) DOLLARS ANNUALLY?

NEW PALTZ TOWN PROPOSITION:

“SHALL THE ANNUAL CONTRIBUTION OF THE TOWN OF NEW PALTZ PROVIDED IN ITS BUDGET FOR THE ELTING MEMORIAL LIBRARY, A FREE ASSOCIATION LIBRARY, LOCATED AT NEW PALTZ, NEW YORK, BE INCREASED BY SIXTY-FIVE THOUSAND ($65,000) DOLLARS ANNUALLY TO SEVEN HUNDRED TWENTY-ONE THOUSAND ($721,000) DOLLARS ANNUALLY”

TOWN OF SAUGERTIES PROPOSITION:

Shall the manner of selecting the Receiver of Taxes in the Town of Saugerties be changed from elected to appointed, effective January 1, 2024?

TOWN OF SHANDAKEN PROPOSITION:

SHALL THE TOWN OF SHANDAKEN INCREASE ITS ANNUAL CONTRIBUTION FOR THE OPERATING BUDGET OF THE MORTON MEMORIAL LIBRARY BY FIVE THOUSAND FOUR HUNDRED SEVENTY-FIVE ($5475) DOLLARS TO THE SUM OF SIXTY THOUSAND TWO HUNDRED TWENTY-FIVE ($60,225) DOLLARS ANNUALLY; AND SHALL THE TOWN OF SHANDAKEN INCREASE ITS ANNUAL CONTRIBUTION FOR THE OPERATING BUDGET OF THE PHOENICIA LIBRARY BY SEVENTEEN THOUSAND SEVEN HUDRED FIFTY ($17,750) DOLLARS TO THE SUM OF ONE HUNDRED NINETY-NINE THOUSAND SEVEN HUNDRED FIFTY ($199,750) DOLLARS ANNUALLY?”

2023 SAMPLE BALLOTS

Please scroll to your election district to find the sample ballot for your municipality. If you are unsure of your election district you may check that here. The election district is listed on the left hand side of the sample ballot, i.e. County of Ulster ED: City of Kingston Ward 1-Dist. 1. All ballots are two sided, remember to view both sides of the ballot. One side contains all public offices that list eligible candidates, the other side contains all ballot propositions.

Ulster County Sample Ballots are grouped together by sheet number and ballots styles. Note that each ballot style is two pages to reflect both the candidates for office on side 1 and the propositions on side 2.
